The fraudulent transactions are said to have targeted government health funds meant for public medical services.
According to investigators, the arrest came after the Directorate of Criminal Investigations (DCI) submitted files to the Office of the Director of Public Prosecutions (ODPP), which later approved charges against the suspects.
The case has also drawn in former SHA boss Elijah Wachira, who is currently being sought by detectives in connection with the same scandal.
Officials said the suspects face multiple charges, including conspiracy to defraud, abuse of office, and misappropriation of public funds. The offences are punishable under the Penal Code and the Social Health Insurance Act.
Other individuals arrested include Rosemary Daraja and Peter Abuna, who were linked to the Homa Bay case.
