President Ruto Makes Fresh Appointment to KeNHA Board

President William Ruto has made a new appointment to the Kenya National Highways Authority (KeNHA), re-appointing Winfrida Ngumi as the Non-Executive Chairperson of the authority’s board for a one-year term.

According to a gazette notice dated Thursday, November 28, the President exercised powers granted under Section 5(1)(f)(i) of the Kenya Roads Act to extend Ngumi’s tenure. Her new term takes effect from November 28, 2025, and will run until November 23, 2026.

Ngumi, who has previously served in the same role, is expected to continue providing oversight to KeNHA as the agency advances key infrastructure projects across the country, including national highway upgrades and expressway developments.

In a separate announcement, Education Cabinet Secretary Julius Migos Ogamba unveiled several new appointments to university councils across the country, signalling a fresh restructuring of governance in public higher learning institutions.

Among the new appointees is Dr. Titus Ogalo Pacho, who has been named a Member of the Council of Tom Mboya University. His three-year term also begins on November 28, 2025. The CS noted that the appointments aim to strengthen leadership and improve oversight in public universities.

Grace Tago Khayota has been appointed as a Member of the Council of Garissa University for a similar three-year period starting on the same date. The appointment is expected to bolster governance at the institution, which has been undergoing expansion and academic restructuring.

Ogamba also appointed Peter Maangi Mtiambo as the Non-Executive Chairperson of the Council of Machakos University. Mtiambo’s three-year term begins on November 28, 2025, placing him at the helm of the university’s governing body at a crucial time for the institution.

At Nyandarua University College, Professor Amos Gitau Njuguna has been named the Non-Executive Chairperson of the council, also for a three-year term. The appointment underscores the ministry’s ongoing efforts to install seasoned professionals in leadership positions.

Additionally, Virginia Nzisa has been appointed as a Member of the Council of Kibabii University, while Shamim Chanzu will now serve as a Member of the Council of Karatina University, both for three-year terms beginning November 28, 2025.

The CS also revoked the appointment of Carren Onuwenga in the same notice. The changes were made pursuant to the Universities Act and Section 51(1) of the Interpretation and General Provisions Act.

These appointments are expected to enhance governance, accountability, and strategic direction across Kenya’s higher education sector.
